Seattle Freeze: Only 30% of adults who live here were born in WA State. Are locals really the problem?

Are the 3 in 10 people born in this state responsible? Or is the problem the 5 in 10 born elsewhere in the US? Or the 2 in 10 born abroad? I have a hard time believing that a local demographic minority is the issue. That would assume the other 70% of people living here move from all these other welcoming places and suddenly lose their own social/cultural instincts.
