Methy neighbor

Hi all, so i live in u district near 56th and we have this neighbor in a building next to us (not owned by the same company) who is very clearly high on meth. it’s only an issue bc she has no respect for her neighbors as she is loud at every hour of the night. Just this morning she was LEAF BLOWING her complex at 5am…

She is showing all the textbook signs of being high:

1. is up at all hours of the night LEAF LOWING NON EXISTENT DIRT AND LEAFS
2. her behavior is ERADIC—she yells at the maintenance workers and follows them around recording them claiming she doesn’t feel safe —while they are quite literally on a different floor (i can see everything bc her building is open)
3. she has text book meth face. I know she’s on meth bc i’ve seen her when she’s not on meth and she looks normal. no face twitching, normal demeanor etc..

What is my recourse of action here? I’ve called the number for her property manager a few times over the mast few months, i leave them voicemails and i never get a response…

She has a child probably under the age of 12(?) who lives there and has to put up with her. I know entirely too much about this woman bc she is so loud. so i know there is a father who lives elsewhere….. like what are my options as someone who doesn’t live in the building but is being affected by her erratic behavior??
