“Duck” lady in Downtown Bellevue Park

I frequent the downtown Bellevue park and every evening recently – this lady (older, white hair, carries an umbrella and a bag full of bird food) always walk around the park as well. She once talked to me (since I was close to the duck) about how this one duck gets gangbanged and how she needs to protect her. She yells at kids / dog owners who is chasing the ducks. She herds them with the umbrella and feeds them near the water.

Does anyone know anything about her backstory? She’s kind of looney if you ask me.
