Yes it’s a scam. No you don’t owe the state money.

The state won’t ever text you that you owe them money. You won’t ever receive a link via text to pay any tolls. Don’t click any links. If you’re ever in question, call them directly. All of my coworkers have received a series of texts in the last two days. Make sure you know. And most importantly make sure your parents know. Don’t pay any money. Don’t click any links.
