Whyyy do the 6am Bellevue (WA) garbage trucks sound like pterodactyls in heat when backing up?

Is this supposed to offer residents more tranquility than the typical beeping noise? I swear, between THIS ^, the nightly street racing and the constant leaf blowers we could do an easy ad for Excedrin migraine.
