Issues with salon gift card

I was gifted a $200 gift card to a popular Bellevue spa. I went to use it and it had $4 on it. I contacted the salon and they said the gift cards are linked to the purchaser so when they come in their service is paid for with any credits linked to their account. So my gifter unknowingly paid for their services using my gift card. The salon said there is nothing they can do and I have to ask the gifter to buy me a new gift card. Is this legal? What can I do?
