Anyone noticing an uptick in homeless aggression/attacks in Cap Hill?

My apartment window was attacked by a man wearing nothing but boxer shorts carrying a box cutter who tipped awayy screen trying to find a way in…and a tall woman was following my friend and I around Cap Hill after running into me on an empty sidewalk while cussing at us. 2 fearful calls to 9 1 1 in the past week. Police response was limited to texting.
