Reporting Threats in Streets

Hey folks, I’m curious how to report threats in streets in Capitol Hill from clearly mentally deranged citizens.

Where do I report violent and threatening people? Is that a 911 call? A police call, non-emergency line? An online report? Find it, fix it?

Context: I keep my window open and there are bloody murder type screams that tend to come through during the day from the same few people. Usually threatening to kill LGBTQ+ passerby’s including an incredible amount of slurs, death threats, and hate filled speech.

I have directly been followed and threatened by these people too, and it freaks me out. I don’t like going outside around anymore.
