Banner on building south of abandoned Key Bank thanking them for the “urban blight”

This is by the abandoned Key Bank just south of Dick’s on Queen Anne Ave. The building with the banner houses Artix apartments, plus some businesses on the ground floor; the banner looks like it’s hanging from outside an upper-level courtyard that I would guess is a common area for residents.

So I assumed it was put there by residents, but someone in one of the ground-floor businesses says it was out there by the commercial building owner. (That seems unlikely, but sometimes rich people do crash out and lose all their filters, like Elon.)

At least the mural shown on the last slide is still there, even if it’s inside the fenced-off area.
