Scam Alert – Any Advice?

My elderly neighbor was scammed out of $22,000 by a company called Queen City Basement & Foundation Repair.

They knocked on his door this summer claiming they were doing roofing work in the neighborhood (even though nothing on their site or signage mentions roofs). They “inspected” his roof, told him it was in terrible shape, and got him to agree to a full replacement.

He paid them $22,000 up front (already way over market price for his house size). The next day, they tore off all of his shingles—then demanded another $20,000 to finish. When he said he had already emptied his savings, they pressured him to sell his car and other valuables (thankfully he didn’t).

Since then, his roof has been left covered with tarps, and they’ve ghosted him for over 5 weeks. When he finally got a response, someone came out and claimed it would cost $52,000 just to finish the north side of the roof. They also took his copy of the contract while they were there.

I later found another Google review from a woman saying they scammed her elderly neighbor out of $35,000 for a minor crack that didn’t even need repair. Clearly, this company targets seniors.

TL;DR: Queen City Basement & Foundation Repair scammed my elderly neighbor out of $22,000, left his roof torn up and tarped, stole his contract, and are demanding $52k more to finish only half the roof. Looking for advice on what to do next and how to stop them from preying on others.

Is there any recourse to help my neighbor out?
