Moved into new apartment and am in shock over utility bill

I moved into a new apartment last month and just got my first utility bill. And holy shit. I’ve lived in Seattle only a few years but I’ve never had a bill this high. $152 for sewer not even including the sewer capacity fee? The most I’d ever had before was $60. $80 capital recovery cost??? What even is that??? Is this normal or am I being royally screwed? The total utility bill is $400!! This is for a 600 sqft 1 bedroom with 2 people living in it (and if it makes a difference, one week of this month I was out of town)
