Suspicious cars staking out the neighborhood. Car/mail theft?

Anyone else observing this in their neighborhood? Seems to be happening at least once a month or more. Different cars just parked in the street with the driver sitting inside. Coming out and making myself visible scares then of quickly. Super creepy. Our street has had mailboxes broken into twice this year. Police don’t do anything.
