Private tow company scam?

My neighbor has a ring camera facing the street so I will check in with them tomorrow and request footage they have of this.

I park in this area / spot frequently. Not on Thursdays because that’s when our garbage and recycling comes. I approached my vehicle parked here (within the yellow border) around noon today and saw a private “towing, plumbing, and junk removal” truck (looked like an F-150 with a trailer) driving over the sidewalk and a public lawn area in an attempt to tow my vehicle. I pulled this note off of my windshield and asked if they left it there, one of the workers got into the vehicle and they immediately left. I did not get a photo of their vehicle, but I’m hoping my neighbors camera caught it.

Reading the note, it looks like it’s meant to warn contractors working in the area that they are blocking City of Seattle trucks. There is nothing “official” about the note and the adhesive actually damaged my windshield. I was not blocking any driveway or alley and not illegally parked. I was parked on public property.

Felt like a scam. Has this happened to anyone?
