Am I being screwed over for internet?

I live in a very large apartment complex in Bridal Trails. I pay $75/month for Xfinity (coax) internet and have no ability to opt out since it is built into the lease as a bulk plan. I previously paid $75/month for really good fiber internet when living in downtown Seattle (Quantum).

The internet that I have now with Xfinity is absolutely terrible. There is outages at least 3 times per week (some are just a few minutes, some are multiple hours). I am pretty much constantly getting 15% packet loss, sometimes as high as 30% packet loss. I have confirmed all of these issues are not caused by my hardware.

Is anyone else experiencing the same issues with Xfinity in Bellevue? I tried signing up for T-Mobile 5G cellular internet but they are at capacity for my address, which I find pretty telling.
