Why can’t Pacific Place do better?

I feel like Pacific Place mall gave up a long time ago. I understand Seattle Downtown is a challenging area to be in but we are seeing new stores pop up here and there but not in Pacific Place. Portland Leather Goods opened a few months ago, even Barnes and Noble is re-opening but a couple of blocks away. Why can’t Pacific Place attract tenants like that?
