White guy in a black ski mask, black hoodie, and full backpack gets on at Westlake and off on Capitol Hill, moving two very different kinds of bikes in very different states of maintenance and sans any locks. Just a heads up, some distinct hand tattoos I noticed as he bent down to tie his shoelace. Might be normal, but giving off all the red flags so I figured I’d take note.
