By the goodwill on Dearborn this afternoon

Leaving the goodwill this afternoon I came around the corner the see a cop with his weapon drawn staring right at me and frantically waving me back. Good times good times.

Can anyone identify what the man on the ground has in his hand? I can’t tell what it is.
