DOL: collector plate vehicle new changes

My buddy got this notice for his old collector rig that had full insurance coverage and has a daily driver so this doesn’t apply to him. But the question begs, how does this work for people who use public transportation or some other form of transport as their only daily means. Are they targeting those specifically who are abusing the privilege?

I’m a Canadian who’s living part time here for work so forgive my ignorance for the reasons. Looking for clarity.
