In final proposed zoning for Seattle Comp Plan, OPCD downzones 37 areas, 90% of them in wealthy neighborhoods

edit: to be clear, this is an analysis of the final version of the rezoning map versus the initial version released last year that the public and council and mayor got to reshape further. Seattle is still upzoning with the Comp Plan, but in the final map, 34/37 downzoning changes are to wealthy neighborhood centers.

Since Seattle OPCD didn’t dare releasing the difference map of their downzones in the 2026 update, here are all the areas overlaid on Displacement Risk Index.

Blue = wealthy, exclusive, white neighborhoods Red = neighborhoods @ high risk of being priced-out
