Where do I report construction destroying my front landscaping?

This might be silly, but I have been trying to make our front landscaping a climate resistant garden full of PNW natives and pollinator flowers. Construction next door will not stop stepping on them and using this as a staging area. They walked all over my irises and have eroded the soil between our fence. I’ve reached out to my landlord, and who has been “looking into it” for the last few months, and have tried to get the contact info of the general contractor. I’ve tried asking the workers nicely if they could avoid stepping on my garden and they ignored me.

I know they’re just plants, but I spend a lot of time in my garden and feel like there has to be somewhere I can go to get them to stop this. They’ve also ran over the plants in the parking strip and have just generally left trash everywhere.

Am I out of luck? Please also tell me if I’m being dramatic and should calm down lol
