Just watched city recycling truck mix trash and recycling

I was just on pike street, and saw this recycling truck mix the trash with recycling and dump both into the truck.

My suspicion is that the city just uses the recycling truck for trash, and doesn’t bother with street recycling so they just dump it with the trash. Is this a known habit or policy of the city? Is street recycling just more greenwashing?
