Folklife Flashback

Going through an old SD card and came across Scarf Man. This amazing person was always so entertaining when I was a extremely stoned teenager, but I never found out much about him. I’m pretty sure he was at Hempfest as well back in the day.

Does he have lore? Does anyone else have fond memories of him?
