Just saw this happen on sfdlive website using the street cameras

I was looking up a Marine fire and hit the cameras to see what I could see. I noticed a ton of people running into the middle of the road and laying down so I had to record it! What is happening here?

My original recording was 3 mins long but I trimmed it to the interesting part
