Am standing around on Market St in Ballard with another witness and an old guy who rear-ended another car. It’s been about 90 min. and SPD still isn’t here. I tried pulling up the SPD dashboard map to get an ETA, but nothing at all. And the old guy is threatening to take off and go home.
