- Black male, 6 feet tall, 18 – 30 years old, approaches people (possibly only females) while holding his smartphone. He asks benign questions, stands about 1 foot away, plays a pornographic video, and makes a point of showing the video to them. No sign of weapons, and no physical contact.
- He harassed me outside of the Southcenter Target today around 4 pm, and then half an hour later just happened to be in the garage of my apartment building (NE from the store), according to one of my neighbors. Another neighbor said that the same guy harassed them 2-3 weeks ago.
