Does anybody recognize this vehicle and/or dog?

We called non emergency services twice. The car is parked in a residential spot in my building and I don’t think the owner lives here. The dog is very friendly but clearly distressed. I gave it a little bit of kibbles and some water from my hand. Not sure what to do until someone arrives, the dog is wailing and keeping everyone awake.
