Apartment listing requiring an application *before* being able to see the unit? Is that legal?

I’m currently searching for a cheaper apartment since my landlord jacked up my rates (aren’t we all?). I see one listing with a decent price near me, but the description says I need to apply before I can be shown the apartment in person. Is that even legal? My scam alarm bells are ringing in my head, but I wasn’t sure if this was a common crappy tactic landlords do in Seattle.

Edit: so I was able to confirm the listing is real. I don’t see any rules about the practice being illegal, but it’s still a shitty way of doing it. Speaking to the agent over the phone, they told me they request an application first to reduce the rate of “no-shows” and unqualified candidates. Both seem like stupid reasons to me (that’s just part of the job!). Regardless they told me they could show me the listing before applying, but that there’s a risk of other candidates applying before me.
