Belltown’s Missing Shops: Why?

Belltown is one of the most densely populated neighborhoods, so logic would suggest there should be plenty of demand for local businesses. Yet there are many vacant commercial spaces and very few grocery stores, butchers, or corner shops offering fresh produce. Are parking or zoning rules preventing these businesses from opening? Any insights from urban planners or community members would be greatly appreciated!
