Does anyone know what parking lot is it north of the Spring District Station?

I just realized today that there are some parking space north of Spring District light rail station. However, checking the sound transit website, it didn’t mention this parking lot. I wonder if anyone know who manages this parking lot and whether it’s available for free parking?
