Downed Telephone Line

Hi all,

I have a downed, what I think is a telephone line that runs from the house to the pole, which goes across the street.

The wire was knocked down and is hanging low inbetween the street and the pole.

We don’t have a landline and the city says it’s not their responsibility. No idea who the phone service was.

What do we do in this situation?
