Found Black Chihuahua- University of Washington near Burke Museum

No collar, no chip (brought her to a vet), girl. Looks like she gave birth recently. Will crosspost to Lost Dogs of King County when I get stronger wifi at home to download the FB app. For now going to look after her at home and see if her owner sees these posts, then shelter is the next step for now.
