Hit and run on I5 in rush hour traffic during lane closures??

Caught a hit n run near the Seattle Center exit. Green accord rear ended the civic, saw the civic trying to signal the accord to pull over to the side and as the civic made a couple lane changes to get to the side you can see the green accord trying to away at the tail end of the vid. Owner of the white civic I hope you find this! Sorry that shit happened to you bruh, people suck.
