I got a parking ticket for parking over the 2 hour limit but the time on the ticket doesn’t make sense?

On the ticket it says TIME OCCURRED 5:48 PM and DATE & TIME ISSUED 6:41 PM. This isn’t 2 hours so I’m confused on why I got this ticket. The time limit also doesn’t count after 7 PM so it feels wrong I got this.

Is there a way to contest this or inquire about this without going to court?
