Saw this guy outside Seattle Costco on 4th Ave. S at about 5:30 pm 9/3/25. He’s taking pictures and videos of every car’s license plate that drives into Costco. People were staring. He had a camera, video camera, a mask, hat, bear spray, pocketed vest full of stuff. What’s he doing? Who is he? is this ICE scanning license plates?
