Is anyone else’s landlord pulling off this scummy practice?

Have a landlord that’s semi-decent but always increases the rent every year. They do everything in their power to get out of the six month notice of increase required by law. Now, they are including this language in the lease extension,

“Owner reserves the right to offer Resident a lease renewal at the end of this Agreement. It is Owner’s policy to offer existing tenants a $50 – $100 discount off current market rent on a renewal term, as determined in Owner’s sole discretion.

In order to comply with City of Seattle laws and regulations, you are hereby notified of an increase in rent and/or other monthly recurring charges. Commencing on 05/31/2026, Monthly Premises Rent, monthly utility billings, pet rent, storage fees, parking fees, and any other amounts listed in Section 2 of the Agreement (“Rent”)shall be increased by 9.95%. Owner intends to review market rental conditions and operating costs at or around 60 – 90 days prior to the end of this Agreement to determine the renewal price, which may or may not be less than a 9.95% increase.”

Has anyone seen this? What can be done about it???
