No way to pay Rent without a fee

The building I am renting in recently was sold from a mom-and-pop landlord to a cabal of wealthy, keeping their hands clean of dealing with us plebeian renters via a management company.

The new lease contract has come down from the management company, and there is no longer a away to pay rent without incurring a fee.

Paying online via credit card is a 2.99% fee
Paying online via Debit card is a $9.99 fee
Paying online via eCheck is a $2.49 fee
Paying via a Mail in Check is a $5.00 fee

I have dug through some of the tenants rights websites out there, and I cannot find any line that discusses fees in paying regular rent.

Can they do this?
