Not sure how the pavement work got arranged during night time (Bellevue Way)

According to https://bellevuewa.gov/city-government/departments/development/codes-and-guidelines/code-compliance/construction-site-noise:

under the Bellevue City Code, noise emanating from construction sites is prohibited outside of the hours of 7 a.m. to 8 p.m. Monday through Friday, and 8 a.m. to 6 p.m. on Saturdays. No construction site noise is permitted on Sundays and legal holidays.

Now (about 11pm) the drillers are sending huge noise into my apartment facing the street (Bellevue Way), which is extremely disturbing and also confusing to me that who made such decisions to arrange the pavement work from 7pm-6am, the rest hours for most people.

I can see they must be trying to avoid traffic since there will be some detours, but detours in the day time are just normal for other construction sites.

I’ve just sent some emails about noise complaints but not sure if they will reach the right people or make any difference at all.
