Notice on building

This just appeared on the door of my SO’s building a couple days ago. It appears to have been posted by the property owner, the leasing staff didn’t know about it when we asked them.

It seems to me like it’s saying after 90 days, they’re going to start giving notices to evict people at random? My SO just signed a lease through January, but we were considering moving in together sooner. Would this give him leeway to get out of his lease sooner?
