Please consider reading if you are able to transport/help a juvenile gull?

I don’t own a car or have a license, but I can help in any other way. There is a juvenile gull that I sre multiple times a day and this morning I noticed that it cannot stand up and keeps falling forward. It flies okay and its feet doesnt look injured from what I could tell. Usually this bird is a little bully with its parent by its side, but today the parent gull is being protective and going after other birds that get near the juvenile while it eats. With all that, It could be neurological or an injury?

Is there anyone that can pick up this gull and get it to PAWs or any rehab, or does rehabilitation themselves? I will do all the phone calls, or anything else that’s needed. I just know something is wrong
