PSE not paying taxes

Puget Sound Energy was purchased by a group of private investors for just $7.4 billion in 2009. They raised rates dozens of times with the blessing of our leaders (thanks to lobbyist money) and now they made $6.4 billion last year. PSE uses public owned transmission lines, public dams, public owned infrastructure but keeps profits in the hands of a few. With a $20 billion budget shortfall, is it fair to raise taxes on the little guy when taxes have been raised in the form of electricity rates already?
