Renting in Seattle: Third Party Utilities Billing

Context: I rent a condo that is managed by a property management company who acts as the middlemen between me and the condo owners. I do not have a direct line of comm to the owners. Under my lease agreement, I am supposed to pay for water/sewage/gas (W/S/G), which is billed to the owners directly and then those charges are supposed to be billed to me by the property management company to repay.

My issue is that the property manager does not request the W/S/G bills from the owners on any sort of regular cadence, so the owners just send them whenever, and then I am expected to pay them in my ledger ASAP whenever the owners/property managers “remember” to charge me.

Last year, the entire year’s worth of W/S/G were billed to me all at once, which is obviously not ideal. I have requested multiple times for the property manager to request the bills at least quarterly so that I’m not left to pay a lump sum, but they have not been responsive/effective at resolving this issue. It’s 8 months into the year and I haven’t seen a single W/S/G bill charged to me yet.

My question is if there is any sort of renting law/requirement that they are breaking by billing me like this? There is nothing in my lease agreement that states the property manager/owner is required to bill by X days or that I need to pay the bills within X days.

I have read in the Third Party Billing Ordinance that tenant bills “should include contact information for the landlord or billing company, a breakdown of charges (including service and late fees), the due date, and details on how to dispute a bill.” The property manager does not do this (which may be its own issue) but I haven’t found anything that requires landlords/property managers to post bills within a certain time frame. Also haven’t read anything about this in the Seattle Renter’s Handbook.

I have already made a call to the Seattle tenant’s org for help, but their turnaround time for questions is currently 6 weeks.
