Seafair Clowns posing in front of the skyline

I saw this photo at the Shoreline Goodwill last night, and I was very intruigued by the Seafair Clowns! Just saw them drive by in Cap Hill a few weeks ago and it’s so cool they’re still at it! Anyone know where and when this was taken?
