Wandering Dog Without a Leash East of U District

I just saw a medium smallish black dog with pointy ears and no collar walking north on 8th Ave NE toward 43rd about an hour ago (8 pmish). He wasn’t running but was moving pretty fast and I ended up losing sight of him. The street was decently populated but (of course) no one seemed to try to corral the dog.

Anyway not totally sure what to do in this situation after asking around the neighborhood and walking around in various circles. My best guess is this is some kind of black kelpie, maybe a kai ken, maybe a schipperke. King Country lost pet report seems kind of limited in this case since I don’t have eyes on this dog or have a picture or really anything else. Hope the right eyes land on this post. Any and all help is appreciated!
