TL;DR: Got a $102 “parking citation” from PRRS for driving through a garage to get to my building. Never parked there. This company has a documented history of fraud and just settled with Colorado AG for $75k.

What Happened to Me

I live in a building next door to The Meyden (10333 Main Street) in Bellevue and regularly drive through their garage as one of the normal access routes to get to my building – this is completely legal and one of several ways residents access our building. People also regularly drive through here to get to restaurants and other residences in the area.

I’ve been living here for 5 years and always drive through this garage without any issues – this is the first time I got a citation like this. I’m sure many other residents have received these bogus citations too.

On June 13th, I drove through twice – once at 8:07 AM taking my kids to school, and again at 2:18 PM picking them up. I never parked there – just drove through to access my own building.

Three weeks later, I received a $102 “Notice of Non-Compliance” from Parking Revenue Recovery Services claiming I parked there for 6+ hours without a permit. Complete BS.

Red Flags About This Company

After researching, I found out PRRS is essentially a legal scam operation:

• Colorado Attorney General reached a $75,000 settlement with them in August 2023 for illegally billing people who never used their lots
• Currently facing federal class action lawsuit (filed June 2025) for “tricking and intimidating” drivers
• 442 consumers got refunds totaling $31k for inappropriate charges
• F rating with BBB and hundreds of complaints about fraudulent billing

How Their Scam Works

1. No gates or ticket booths – just cameras that scan license plates
2. Confusing/hidden signage about payment requirements
3. Impossible payment system – you have to download an app and scan QR codes
4. They bill anyone who drives through their lots, even if just accessing adjacent buildings
5. Threaten collections for their fake citations
6. Many parking lots and apartment complexes contract with them – so you might encounter PRRS at multiple locations around WA

Protect Yourself

• Be careful parking at The Meyden garage (10333 Main Street) in Bellevue – this is where people usually park for CVS and restaurants on Main Street, but PRRS uses predatory tactics
• If you get a notice from PRRS: Don’t pay! File a dispute immediately
• Keep all parking receipts if you do use monitored lots
• Report fraudulent citations to WA Attorney General and BBB

Legal Reality

These aren’t real parking tickets – they’re just invoices from a private company. They can’t boot your car, tow you, or affect your driving record. Their threats are mostly empty.
