What are the rules for the forest behind my house?

My house backs up to a forest, which I believe is land owned by the city. Many of the trees are completely covered in English ivy, which is choking them to death, and they’re leaning dangerously towards my house. Many trees fell over during the windstorm, but fortunately none landed on my roof.

For the life of me, I haven’t been able to figure out who in the city I need to talk to, to have someone come out and fix things. Who is responsible for this kind of thing?

I have a sneaking feeling the answer will be “it’s mostly just on you” which leads to my second question, is it possible to just purchase the forest land that’s close to my house from the city? For the most part the edge of my property just becomes a morass of blackberry bushes, and I would like to plant something more attractive and build a safe space for my kids to play.
