What can be done about all the Fox Tails?

For those that don’t know, Fox Tails are those weeds you see with white fluffy looking tips. The tips are extremely dangerous to dogs and barefooted humans as they can break off and lodge themselves deep in your skin as the tips are actually pretty sharp.

It seems like year after year the number of foxtails I see around the city is growing, there’s hardly a bare grass patch that isn’t infested with them. Does anyone have a recommendation for how to get rid of them or how to have the city work on removing them?
