What’s the deal with Dow Constantine?

People on this sub seem to be up in arms that he’s going after a position in Sound Transit. I’ve heard his name a ton over the past 13 years of living in Seattle, but never in a good or bad context, just “King County executive Dow Constantine has done or said X Y and Z.”

I checked out his Wikipedia and didn’t find anything eyebrow-raising.
