Where to heat food?

Folks on SNAP don’t get to buy hot food with those benefits, and sometimes are also living in cars/tents/what have you. This leaves them without access to heat up the foods (or cook them).

I suspect the answer is largely no, but is there anywhere that people reliably have access to a microwave or something for these foods? I know gas stations sometimes have one for food purchased there, but that’s hit or miss.
