Whoever is playing this music in SLU is actually the worst

Bright flashing lights at the top of a building in SLU (Onni?)

It is shaking my apartment in Queen Anne and I can’t sleep. Already reported to the non-emergency line twice and I don’t expect them to do anything about it.
