Why are residential fences made of raw wood so popular in Seattle?

In my neighborhood at least, the majority of wooden residential fences are raw wood i.e. unpainted, unstained, or untreated in any way. This seems like a poor choice to me, as they inevitably end up rotting in various shades of black and green. Fasteners loosen more easily in rotting wood and the force of windstorms causes boards to fall out.

Is it a money issue? Is paint or the labor to paint fences really that expensive? Is it an environmental issue? Is paint seen as toxic to the environment? Is it a PNW esthetic thing, like the raw wood on the sides of the Burke Museum and the new aquarium downtown?
